David Duvall Orr (born October 4, 1944) is an American Democratic politician who has served as Cook County Clerk since 1990, responsible for the third largest election district in the United States. Orr rose to prominence by siding with Mayor Washington against aldermen Ed Vrdolyak and Ed Burke during the notorious "council wars" of the mid-eighties. Upon the sudden death of Mayor Harold Washington. Orr was representing Chicago's 49th ward when he was appointed by the City Council to serve as interim Mayor of Chicago. He took office on November 25 and served for a week until Eugene Sawyer was selected to succeed him on December 2, 1987. Orr chaired his only Council meeting as mayor on December 1, when the meeting was a tribute to Washington and dealt with concerns over the selection of Sawyer as his replacement. Orr is a graduate of Simpson College in Indianola, Iowa.
